Creates a Legislative Committee on State Prison Population Issues beginning in 2018 legislative interim and continuing through June 30, 2020, with authority to meet during 2019 and 2020 legislative sessions.

Committee composition: 5 Senate members (3 appointed by Senate President, 2 by Senate Minority Leader) and 5 House members (3 appointed by House Speaker, 2 by House Minority Leader), with members representing urban, suburban, and rural judicial districts statewide.

Committee must study prison population projections and forecasting models, long- and short-term prison capacity needs considering impacts of criminal justice policy, and utilization targets used by Department of Corrections, Parole Board, and Community Corrections Boards.

Chair and vice-chair may appoint subcommittees with technical experts to assist the committee; committee may introduce up to 5 bills, joint resolutions, and concurrent resolutions in each of 2019 and 2020 legislative sessions.

Appropriates $39,021 from general fund for 2018-19 fiscal year: $18,414 to Legislative Council (0.3 FTE), $7,497 to Office of Legislative Legal Services (0.1 FTE), and $13,110 to General Assembly.
