Prohibits members of the Sex Offender Management Board from receiving direct financial benefits from the standards or guidelines they develop, prescribe, or revise under statute.

Bars board members from having contracts with the Department of Corrections, Department of Public Safety, Department of Human Services, or Judicial Department that would constitute direct financial benefits.

Clarifies that employment as a governmental entity employee does not constitute a direct financial benefit under this prohibition.

Takes effect September 1, 2019, subject to referendum petition provisions under the Colorado Constitution.

Applies retroactively to members appointed or reappointed on, after, or before the effective date.
