Expands Safe2tell program duties to provide training and support to all Colorado preschool, elementary, and secondary schools regarding school safety and program usage.

Requires the program to distribute educational materials to schools aimed at preventing misuse and provide technical assistance to law enforcement and school officials when misuse occurs.

Mandates the program analyze and follow up with law enforcement and schools to determine outcomes and actions taken on reports made to the program.

Establishes annual reporting requirement beginning December 1, 2018, with reports due to legislative committees by January 1 each year, analyzing program data including report categories, misuse incidents, threats made, and effectiveness recommendations.

Appropriates $164,920 from the marijuana tax cash fund to the Department of Law for the 2018-19 fiscal year, based on 1.6 additional FTE positions for implementation.
