Eliminates the requirement that incarcerated individuals bear entirely the costs of college-level academic programs offered through the Department of Corrections' correctional education program.

Allows college program costs to be funded through private, local, or federally funded gifts, grants, donations, or scholarships, or by the participating individuals themselves, or any combination of these funding sources.

Amends Colorado Revised Statutes section 17-32-105(1)(g) to modify language regarding funding for college-level academic programs in correctional facilities.

Takes effect August 8, 2018, subject to a referendum petition filed by November 2018; if a referendum petition is filed, the act requires voter approval at the November 2018 general election to take effect.
