Requires all individual and group health benefit plans issued, amended, or renewed on or after January 1, 2020, to provide coverage for reproductive health services including contraception, abortion (to extent permitted by Colorado Constitution), voluntary sterilization, and women's preventive health services without deductibles, copayments, or cost-sharing.

Prohibits health carriers from imposing restrictions or delays on required reproductive health coverage and from discriminating against individuals based on race, color, national origin, sex, sexual orientation, gender identity, religion, age, or disability.

Allows religious employers to exclude abortion coverage from health plans only if they provide written notice to all eligible employees about the exclusion.

Establishes a state Reproductive Health Care Program administered by the Department of Health Care Policy and Financing to reimburse reproductive health care costs for eligible individuals, including those enrolled in Medicaid or Children's Basic Health Plan and those disqualified from Medicaid based on immigration status.

Extends Medicaid and Children's Basic Health Plan benefits for pregnant individuals for 180 days post-pregnancy (instead of 60 days) regardless of income changes.
