• Transfers solar installer responsibilities: Removes requirement for Colorado Energy Office to maintain a master list of solar installers; instead designates the Colorado Solar Energy Industries Association to maintain and distribute this list.

• Modifies school district financing obligations: Repeals provisions treating renewable energy and energy efficiency school loans as timely payment obligations under school district financing requirements.
