Increases supplemental kindergarten enrollment from 0.08 to 0.15 of a full-day pupil for the 2017-18 budget year and thereafter.

Raises the full-day kindergarten factor from 0.58 to 0.65 of a full-day pupil beginning in the 2018-19 budget year.

Directs the Secretary of State to place a ballot question on the November 6, 2018 general election asking voters whether the state may retain and spend all excess revenues above the constitutional spending limit for preschool through twelfth grade education.

Requires the General Assembly to first appropriate retained excess revenues to fund kindergarten as full-day pupils, then to fund the state's share of total program funding, with any remaining balance transferred to the state education fund.

Establishes the Preschool Through Twelfth Grade Education General Fund Exempt Account and requires the Legislative Council Director to prepare annual reports on expenditure of retained excess revenues.
