Creates a fourth performance indicator for school accreditation and performance ratings, effective for the 2018-19 school year and each year thereafter, measuring access to arts education courses or programs in dance, drama and theater, music, and visual arts.

Requires the state board of education to adopt rules allowing public schools, school districts, and the state charter school institute to receive additional credit toward their accreditation or performance ratings based on the new arts performance indicator.

Mandates individual public schools to report courses and educational programs offered in each arts discipline at each grade level and provide assurances that programs meet or exceed applicable state standards.
