Landlords must provide tenants with a signed copy of any written rental agreement within seven days after the tenant signs it, with electronic copies permitted unless the tenant requests a paper copy.

Landlords must provide a receipt contemporaneously when a tenant makes an in-person payment with cash or money order, showing the payment amount and date.

For non-in-person payments (checks, electronic transfers, etc.), landlords must provide a receipt within seven days if requested by the tenant, unless an existing payment record already shows the amount, recipient, and date.

Landlords may provide receipts electronically unless the tenant requests a paper receipt, and receipts may be included as part of a billing statement.

The act takes effect on August 8, 2018, or on the date of the official declaration of voter approval if a referendum petition is filed.
