CO SB016

Extends indefinitely the transfer of unexpended or unencumbered money from the Division of Criminal Justice to the Housing Assistance for Persons Transitioning from the Criminal or Juvenile Justice System cash fund, beginning with the fiscal year starting July 1, 2016 and continuing for each fiscal year thereafter.

Removes the July 1, 2018 repeal date that would have ended the fund transfer requirement, making the provision permanent.

Allows money remaining in the housing assistance cash fund at the end of each fiscal year to carry forward without reverting to the general fund, and makes such funds available for expenditure in the next fiscal year without requiring additional legislative appropriation.

Appropriates $60,788 to the Department of Local Affairs for the 2018-19 fiscal year for affordable housing program costs, including 1.0 additional FTE for the division of housing.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
