Modernizes election procedures for the Urban Drainage and Flood Control District by updating definitions and procedures to align with current state election law requirements.

Changes publication requirements for election notices from three consecutive weekly publications to a single publication in one newspaper of general circulation in the district.

Allows elections to be held independently at special elections under Article 13.5 of Title 1 or jointly with state primary or general elections, prohibiting simultaneous elections with city, town, or school district elections within district boundaries.

Transfers election administration to county clerks and recorders, with the district paying its share of nonpartisan election costs, and designates the board secretary as the designated election official for annexation elections.

Defines "election," "registered elector," and "taxpaying elector" to conform with current state law, requiring taxpaying electors to own taxable real or personal property within the district and be residents.
