Extends the deadline for the Committee on Legal Services to determine whether to direct the Office of Legislative Legal Services to propose legislation for reorganizing Title 12 of the Colorado Revised Statutes from December 31, 2017 to December 31, 2018.

Any proposed legislation resulting from the study would be introduced in the 2019 regular legislative session instead of the 2018 session.

Delays the repeal of the recodification study statute from September 1, 2018 to September 1, 2019.

Appropriates $54,257 to the legislative department for the 2018-19 fiscal year, consisting of $53,307 for one additional full-time employee and $950 for operating expenses.

Takes effect 90 days after final adjournment of the general assembly, subject to potential voter approval if a referendum petition is filed.
