Relocates the Colorado Parental Notification Act from Title 12, Article 37.5 to Title 13, Article 22, Part 7, requiring written notice to parents at least 48 hours before performing an abortion on an unemancipated minor.

Relocates firearms dealer regulations from Title 12, Articles 26 and 26.1 to Title 18, Article 12, Parts 4 and 5, including requirements for record-keeping, background checks at gun shows, and fees for licensed dealers.

Relocates the Uniform Unsworn Declarations Act from Title 12, Article 55, Part 3 to Title 13, Article 27, allowing unsworn declarations signed under penalty of perjury to have the same effect as sworn declarations in court proceedings.

Updates cross-references throughout Colorado Revised Statutes to reflect the relocated provisions, including references in sections related to medical record confidentiality, private firearm transfers, and large-capacity magazine prohibitions.

Takes effect October 1, 2018, subject to referendum petition and approval by voters if challenged within 90 days after final adjournment of the general assembly.
