Extends the animal feeding operation (CAFO) permit program under the Department of Public Health and Environment through June 30, 2025, by changing the sunset date from June 30, 2018 to June 30, 2025 in multiple permit fee provisions.

Maintains existing permit fee schedules for general permits (up to $750 plus 9 cents per animal unit), individual permits (up to $1,500 plus 9 cents per animal unit), and commercial swine operations (up to 26 cents per animal) through June 30, 2025.

Extends the annual administrative fee for unpermitted CAFOs at up to 6 cents per animal unit through June 30, 2025 before repeal.

Increases appropriation from the animal feeding operations fund by $14,323 to the Department of Public Health and Environment for the 2018-19 state fiscal year to support the program.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
