Relocates tobacco sales regulations from Title 24, Article 35, Part 5 to new Title 44, Article 7 as part of organizational recodification of Colorado statutes

Creates Title 44 "Activities Regulated by the Department of Revenue" to consolidate Department of Revenue-administered laws in a single title for improved clarity and administration

Maintains all existing tobacco sales restrictions including prohibition on sales to minors, vending machine limitations, warning sign requirements, and individual cigarette sale bans

Establishes penalty structure for violations: first violation receives written warning, subsequent violations incur fines ranging from $25 to $15,000 depending on violation type and frequency within 24-month periods

Appropriates $1,328 from tobacco education programs fund for liquor and tobacco enforcement division operating expenses, plus $5,402 from liquor enforcement cash fund for operations and information technology services for 2018-19 fiscal year; effective October 1, 2018
