Creates the Agricultural Workforce Development Program under Colorado Department of Agriculture to provide partial reimbursement to agricultural businesses that hire interns.

Commissioner must promulgate rules by January 1, 2019 establishing criteria for participating businesses, qualified internships (minimum 130 hours, maximum 6 months), and qualified interns.

Department may reimburse qualified businesses up to 50 percent of actual internship costs, including intern wages, overhead allocation, and incidental expenses, with a maximum of 3 internships reimbursed per business per fiscal year.

Appropriates $43,157 from the general fund for fiscal year 2018-19 to implement the program, based on 0.3 FTE requirement.

Program is repealed effective July 1, 2024.
