Repeals part 4 of article 17 of title 25 of the Colorado Revised Statutes, which contains the "Architectural Paint Stewardship Act"

Eliminates requirements for architectural paint producers to create paint stewardship programs for recycling architectural paint

Removes the authority to charge assessments on retailers and distributors that are passed to consumers through the purchase price of architectural paint containers

Takes effect on August 8, 2018, unless a referendum petition is filed, in which case approval by voters at the November 2018 general election is required
