Increases the crimes against children surcharge from $1,500 to $3,000 for convictions of human trafficking of a minor for sexual servitude under section 18-3-504

Adds human trafficking of a minor for sexual servitude to the definition of "crime against a child" in Colorado law

Encourages courts to delay indigence determinations for six months after conviction before waiving the higher $3,000 surcharge, allowing time to verify the offender's financial status through submitted documents

Takes effect August 8, 2018, subject to referendum petition procedures
