Increases county court jurisdiction limits in civil actions from $15,000 to $25,000, effective January 1, 2019, for debt, damages, personal property claims, and counterclaims.

Raises the monthly rental property value threshold for county court jurisdiction in forcible entry, forcible detainer, and unlawful detainer cases from $15,000 to $25,000.

Restructures civil action docket fees based on money judgment amounts, creating new tiered fee schedules ranging from $85 to $235 for limited jurisdiction courts and $92 to $235 for district courts, effective January 1, 2019.

Directs the State Court Administrator to analyze case data and report to the legislature by November 1, 2018, on factors for potentially further increasing county court jurisdiction and jurisdictional limits.

Applies to all civil actions filed on or after January 1, 2019, subject to voter approval if a referendum petition is filed within ninety days of final adjournment.
