Creates a law enforcement, public safety, and criminal justice information-sharing grant program within the Division of Homeland Security and Emergency Management to fund statewide information-sharing systems.

Appropriates $1,000,000 from the marijuana tax cash fund for the 2018-19 fiscal year, with $972,600 allocated to grants and $27,400 for 0.4 FTE staff positions.

Requires the executive director of the Department of Public Safety to promulgate rules within six months specifying application timelines, application forms, and grant distribution timeframes.

Establishes grant award criteria including applicant capacity to serve statewide, ability to operate and maintain information-sharing systems, and ability to make necessary investments in the system.

Grants $50,000 or more require an open competitive bidding process, with 15-day public contestation periods for award selections, and the Department may revoke grants found to be arbitrary or capricious.

All grant recipients must submit to State Auditor audits if requested, provide annual reports to the Division, and are prohibited from selling data to private parties.

The grant program fund and related authority sunset on July 1, 2021.
