Senate Bill 18-069 Summary

• State institutions of higher education shall not require students with associate degrees (arts, applied science, or science) under statewide transfer agreements to complete additional lower-division general education courses beyond what is required for native students in the same degree program.

• Transfer students may be required to complete lower-division major courses not covered by the statewide agreement if doing so does not increase total credit hours or extend time to degree completion compared to native students.

• Institutions requiring transfer students to take courses beyond those authorized by this provision must cover the full tuition cost for excess credit hours, with no participation by the student in the College Opportunity Fund program.

• All acceptable credit hours from associate of applied science degrees transfer to bachelor of applied science degree programs, except for courses covered under other transfer agreements.

• Existing statewide degree transfer agreements in effect prior to the bill's effective date are not altered or subject to new requirements.
