Establishes a voluntary program beginning January 1, 2019, allowing motor vehicle owners to notify the Colorado Department of Revenue or authorized agents after transferring ownership to another person.

Requires ownership transfer reports to be filed within five business days using department-approved methods and include the date/time of sale, previous owner's full name, vehicle identification number, and a signed affidavit under penalty of perjury.

Directs the Department of Revenue to provide reporting methods, notify owners during registration renewal, publicize the program, place instructions on title documents, and forward copies of reports to lienholders.

Protects owners who report bona fide transfers from civil or criminal liability for actions of the vehicle operator or the vehicle itself, except for the owner's own negligence, legal violations, misstatements, or failure to make required disclosures.

Makes reporting voluntary and does not require owners to file transfer reports with the Department; applies to motor vehicles sold on or after January 1, 2019.
