Adds a new criminal offense to Colorado law making it unlawful to facilitate the trading of votes between a Colorado elector and a person in another state in exchange for the other person's vote for or against a particular candidate, ballot issue, or ballot question.

Classifies vote trading as a Class 2 petty offense punishable by a fine of not more than $1,000 for each offense.

Takes effect September 1, 2018, or January 1, 2019 if subject to a referendum petition and approved by voters in the November 2018 general election.

Applies to all elections conducted on or after the applicable effective date.
