Exempts vehicles that are 30 years old or older from the additional vehicle-age-based motor vehicle registration fee effective for registration periods commencing on or after July 1, 2018.

Exempts vehicles that are 30 years old or older from the road safety surcharge at the time of registration effective for registration periods commencing on or after July 1, 2018.

Modifies the age-based registration fee schedule so that vehicles ten years old or older but less than thirty years old pay seven dollars instead of the previous fee structure.

Applies to all passenger-carrying motor vehicles required to be registered in Colorado during qualifying registration periods.
