Amends Colorado Revised Statutes 12-47-103 to classify sake as a vinous liquor for purposes of the Colorado Liquor Code and simplifying administration of Article 47.

Modifies the definition of "vinous liquors" to include sake alongside wine and fortified wines that contain between 0.5% and 21% alcohol by volume and are produced by fermentation of natural sugars.

Declares sake is deemed a vinous liquor specifically to streamline the administration of Colorado's liquor regulations.

Effective date is 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 8, 2018, if sine die adjournment occurs May 9, 2018), subject to voter approval if a referendum petition is filed.
