Senate Bill 18-087 Summary

• Allows foreign nationals admitted to the United States as refugees under 8 U.S.C. § 1157 to qualify for in-state tuition at Colorado higher education institutions immediately upon settling in Colorado.

• Extends in-state tuition eligibility to special immigrants admitted pursuant to specific federal statutes (Pub.L. 110-181 § 1244, Pub.L. 109-163 § 1059, and Pub.L. 111-8 Division F Title VI § 602) who settled in Colorado upon entering the United States.

• Defines "settle" as a refugee or special immigrant who has made their home in Colorado upon entering the United States and presently intends to reside permanently in the state.

• Takes effect August 8, 2018, unless a referendum petition is filed within 90 days of final adjournment, in which case it becomes effective upon voter approval at the November 2018 general election.
