Allows Colorado residents at least 21 years old who legally possess a handgun under state and federal law to carry a concealed handgun without a permit.

Persons carrying concealed handguns under this authority have equal rights and are subject to the same limitations as permit holders, including prohibition on carrying on public school grounds.

Maintains existing law restricting concealed handgun carrying on elementary, middle, junior high, and high school property, as well as college and university grounds.

Reduces appropriations to the Colorado Bureau of Investigation by $53,445 in personal services and $74,982 in operating expenses, and reduces instant criminal background check fund appropriations by $48,330 in personal services and $950 in operating expenses.

Takes effect upon passage and applies to offenses committed on or after the enactment date.
