Repeals language in Colorado Revised Statutes section 13-21-101 that was ruled unconstitutional by the Colorado Supreme Court in 1996 relating to interest on damages in personal injury cases.

Changes terminology from "shall" to "must" throughout the statute and updates phrasing from "such" to "the" to modernize language without altering substantive meaning.

Clarifies that postjudgment interest is calculated from the date of judgment through the date of satisfying the judgment, replacing previous language referencing the date the action accrued.

Maintains the postjudgment interest rate at two percentage points above the federal discount rate, with rates certified annually by the secretary of state effective January 1 of each year.

Takes effect August 8, 2018 (90 days after final adjournment), unless a referendum petition is filed, in which case the act requires voter approval at the November 2018 general election.
