Amends the definition of "originates" for film production companies to require engagement in production activities in Colorado for other projects within the past twelve consecutive months as of the application date for performance-based incentives.

Changes references from "owner" to "manager" of business entities created solely for in-state production, defining manager as someone with decision-making authority over financial or legal commitments.

Requires production companies to apply for performance-based incentives prior to beginning work on the specific project for which they seek the incentive and to enter into a procurement contract with the state before receiving any incentive payment.

Mandates that certified public accountant reports document actual qualified local expenditures and verify that at least fifty percent of the in-state production workforce consists of Colorado residents.

Establishes that the Office of Economic Development shall develop and maintain a list of approved certified public accountants available to production companies and posted on the website.

Requires the Colorado Economic Development Commission to schedule annual orientations with Office of Economic Development staff on film production incentive requirements by July 1 each year.
