Amends Colorado Revised Statutes 12-43.3-202 to clarify that state, local, or municipal agencies may use test results from analytical laboratories certified for a specific testing category OR accredited to ISO/IEC 17025:2005 standards (changes "and" to "or").

Amends Colorado Revised Statutes 12-43.4-202 with identical clarification for retail marijuana testing, allowing use of results from laboratories that meet either certification or accreditation requirements.

Establishes January 1, 2018 as the effective date for both amendments, applying to all tests of medical marijuana, medical marijuana-infused products, retail marijuana, and retail marijuana products conducted on or after that date.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
