Repeals procedures for filling vacancies in candidate nominations for municipal elections under the Colorado Municipal Code of 1965, which the General Assembly found to be unsuitable, confusing, and rarely used in nonpartisan elections.

Removes the ability to designate a committee to fill nomination vacancies in municipal election petitions under CRS 31-10-302(1).

Repeals statutes governing withdrawal deadlines and vacancy filling timelines (CRS 31-10-303(2), 31-10-304, and 31-10-909(1)(c)), while preserving candidates' ability to withdraw from nominations.

Modifies CRS 31-10-103 to remove references to vacancy-filling deadlines in time computation provisions for municipal elections.

Takes effect on August 8, 2018, or upon voter approval if a referendum petition is filed within 90 days of final adjournment.
