SB18-108 Summary

• Allows individuals not lawfully present in the United States to apply for and obtain Colorado identification documents, driver's licenses, and instruction permits under Part 5 of the motor vehicle statutes.

• Requires applicants to document either an Individual Taxpayer Identification Number (ITIN) from the IRS or a Social Security Number verified through the Social Security Online Verification System (SSOLV).

• Identification documents issued under this program expire three years after issuance and require renewal with presentation of the document and proof of current Colorado residency.

• Applicants are not permitted to extend expiration dates or use sworn statements for Social Security Numbers; electronic and mail renewals limited to specific renewal periods.

• Appropriates $108,992 to the Department of Revenue for the 2018-19 fiscal year to implement the program, including 1.2 FTE for driver services personnel and operating expenses.
