Removes the obsolete date "April 30, 1979" from Colorado Revised Statutes section 24-11-101(3) concerning state legal holidays.

State personnel system employees required to work legal holidays must receive an alternate day off in the same fiscal year or be paid in accordance with state personnel system or fiscal rules, without reference to the 1979 date.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 8, 2018, if sine die is May 9, 2018).

Subject to referendum petition filed within 90 days; if petitioned, the act requires approval by voters at the November 2018 general election to take effect.
