The department of public health and environment must promulgate rules by December 30, 2018, modeled on federal regulations (10 CFR Part 300) to require greenhouse gas emissions reporting from sources statewide.

The department shall conduct biannual economy-wide greenhouse gas emissions inventories by sector, with the first comprehensive statewide inventory due by December 30, 2019, for calendar year 2017 emissions, and every two years thereafter.

Covered greenhouse gases include carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulfur hexafluoride (SF6), and nitrogen trifluoride (NF3).

The department shall publicly release biannual inventory findings on its website and maintain the data through at least 2030 to support Colorado's greenhouse gas reduction goals established in Executive Order D2017-015.

The bill takes effect August 8, 2018, unless a referendum petition is filed, in which case it becomes effective only upon voter approval in the November 2018 general election.
