Repeals Colorado Revised Statute 10-16-134, which required health insurance carriers to annually submit average reimbursement rates to the Division of Insurance.

Eliminates the requirement for carriers to report either statewide or geographic-area average reimbursement rates for inpatient days or the 25 most common inpatient procedures.

Removes the Division of Insurance's responsibility to post carrier reimbursement rate information on its website in consumer-friendly language.

Takes effect August 8, 2018, unless a referendum petition is filed within 90 days of final adjournment, in which case voter approval is required at the November 2018 general election.
