Increases the age limit for dependent children coverage from 19 to 26 years old, or through the end of the month in which they turn 26, if the employee is the primary financial supporter or court-ordered to provide coverage.

Removes the provision allowing domestic partners to be covered as dependents under state employee group benefit plans.

Eliminates the requirement that the director announce group benefit plan contract notices in publications with statewide circulation, allowing the director to determine the announcement method.

Repeals an obsolete provision requiring the director to evaluate the feasibility of offering high deductible health plans qualifying for health savings accounts and report findings by October 1, 2004.

Removes the requirement that the director hold a public hearing at least 14 days in advance before accepting proposals for group benefit plans.
