• Amends Colorado Revised Statutes 23-18-303 to establish minimum performance funding amounts for certificates awarded by higher education institutions under fee-for-service contracts.

• Sets the minimum performance funding for each certificate awarded at 50% of the amount received for each bachelor's degree awarded.

• Applies to all governing boards awarding certificates through fee-for-service contracts in Colorado's higher education system.

• Takes effect 90 days after final adjournment of the 2018 legislative session (August 8, 2018), unless subject to a referendum petition requiring voter approval in November 2018.
