Creates the Grand Slam Wildlife Raffle allowing annual purchase of $50 tickets (up to 25 per person) for chances to win hunting licenses for 10 Colorado big game species including moose, elk, deer, bighorn sheep, goat, antelope, bear, and mountain lion.

Establishes specific hunting seasons: August 15 through December 31 for most species; September 2 through December 31 for black bear; and August 15 through April 15 of the following year for mountain lion.

Creates the Grand Slam Raffle Fund from ticket sales, with the division retaining up to 2% for administration and remaining proceeds split between grants to nonprofit conservation organizations and big game population increases.

Establishes a five-member Grand Slam Grant Committee consisting of the parks and wildlife director plus four big game hunters representing different state regions to award grants for wildlife habitat conservation, hunter recruitment, and wildlife conservation education.

Allows nonprofit wildlife organizations to conduct the raffle and retain up to 5% of proceeds for their own wildlife benefit projects while adhering to Colorado law.
