Allows on-premises alcohol retail licensees to purchase remaining inventory from a commonly-owned licensee whose license was surrendered, revoked, or lost legal possession within the last 60 days.

Applies to 10 license types including beer and wine, hotel and restaurant, tavern, brew pub, club, arts, racetrack, vintner's restaurant, distillery pub, and lodging and entertainment facility licenses.

Requires seller to return unpaid inventory to wholesalers within 30 days, offer wholesalers a 30-day repurchase option before selling to another licensee, and prove all wholesalers have been paid in full.

Defines "common ownership" as at least 10 percent ownership interest held by a person in both the seller and purchaser at the time the license is surrendered or revoked.

Prohibits state licensing authority from regulating or establishing prices for inventory sales and prohibits wholesalers from transporting the inventory between premises.
