Establishes a statewide retailer licensing requirement for the sale of cigarettes, tobacco products, and nicotine products, effective January 1, 2019, administered by the Division of Liquor Enforcement.

Requires retailers with multiple locations to obtain separate licenses for each location at no fee, with licenses valid until surrendered or revoked; violators face civil fines of $1,000 per violation starting April 1, 2019.

Increases the annual appropriation from the tobacco education programs fund from $300,000 to $1 million to support retailer licensure administration.

Prohibits grant recipients for tobacco education, prevention, and cessation programs from using funds to advocate for local licensing/tax measures on retailers or support statewide ballot measures imposing taxes on tobacco or nicotine products.

Expands conditions for local governments receiving state cigarette tax distributions to prohibit imposing fees, licenses, or taxes on tobacco and nicotine product retailers, and prohibits banning the sale of these products.
