Creates a new class 1 misdemeanor for drivers who cause serious physical injury or death to a vulnerable road user while driving carelessly in violation of Section 42-4-1402

Defines "vulnerable road user" to include pedestrians, highway workers, emergency responders, peace officers performing duties in right-of-ways, persons riding animals, and persons lawfully using bicycles, skateboards, scooters, motorcycles, wheelchairs, and similar devices on public rights-of-way

Requires violators to attend driver improvement school and perform 0-200 hours of court-determined community service

Mandates 6-month driver's license suspension for convicted violators, including juveniles adjudicated delinquent

Subjects violators to restitution orders for victims' losses and expenses
