Allows counties and municipalities to adopt ordinances or resolutions establishing alternative bicycle traffic regulations at intersections, including stop signs and red traffic signals.

Defines a reasonable bicycle speed as 15 miles per hour or less at stop sign intersections, with local authority to reduce the limit to 10 mph or increase to 20 mph if posted with signs.

Permits cyclists to proceed through stop sign intersections without stopping if they slow to reasonable speed and yield to traffic and pedestrians; requires full stops at red lights but allows cautious right turns and left turns onto one-way streets after stopping and yielding.

Validates existing local ordinances or resolutions regulating bicycles and e-bikes substantially as described in the bill if adopted prior to the effective date.

Does not diminish the authority of the state Department of Transportation or State Transportation Commission to regulate motor vehicle traffic on state highways.
