Requires all supported employment service vendors providing individual competitive integrated employment to obtain nationally recognized supported employment training certificates or certifications by July 1, 2019, with compliance over a five-year period subject to appropriations.

Establishes annual data reporting by county on employment outcomes for individuals eligible for supported employment services, including employment type, wages, hours worked, and service hours across various employment models.

Includes the discovery process as an alternative assessment tool in fee schedules for publicly funded employment services for persons with disabilities.

Sets reimbursement rates of $300 per certification exam and $1,200 per training program certificate to vendors for employee training and certification costs, with provisions for future increases based on cost changes.

Appropriates $27,675 to the Department of Health Care Policy and Financing, $2,131 to the Department of Labor and Employment, and $2,131 to the Department of Law for implementation during fiscal year 2018-19.
