Renames the teacher loan forgiveness program to the educator loan forgiveness program and expands eligibility to include principals and special services providers, not just teachers

Increases annual loan repayment from $2,000 to $5,000 per year for up to 5 years, with a maximum total of $25,000 in loan forgiveness

Requires the Department of Education to annually identify shortage areas including rural school districts and content areas (math, science, special education, world languages, early childhood education, and arts/music/drama)

Limits program participation to 100 new applicants annually, with prioritization first for those in rural areas with content shortages, second for rural areas, and third for content shortage areas

Extends the program repeal date from July 1, 2019 to September 1, 2030, and requires annual reporting on shortage areas identified and program participant information
