Amends Colorado Revised Statutes 25-29-109 to require all board resolutions to be recorded and authenticated by the board secretary's signature.

Designates the following Denver Health and Hospital Authority records as public: board resolutions and proceedings, board meeting minutes, annual reports, financial statements, certificates, contracts, financial agreements, employee salaries, officer and employee bonds, and personnel reports, guidelines, manuals, and handbooks (excluding individual personnel files).

Makes financial account records showing all money received and disbursed by the Authority subject to Colorado's open records law under Article 72 of Title 24.

Exempts electronic medical record systems, individual medical records, and medical information from public disclosure requirements.

Exempts writings and records concerning modification, initiation, or cessation of patient care and Authority health care programs from public disclosure if premature release would provide unfair competitive or bargaining advantage.
