Allows individuals on parole to preregister to vote if otherwise qualified, with preregistration information updated as prescribed by the Secretary of State.

Automatically registers preregistered individuals to vote when they are released from parole, provided they have met registration requirements.

Requires the Division of Adult Parole to provide voting information at initial meetings and discharge meetings, including information on preregistration, registration, ballot access, and voter materials effective July 1, 2019.

Requires probation officers to provide individuals on probation with information about voting rights, voter registration, ballot access, and voter information materials.

Appropriates $89,600 to the Department of Corrections and $89,600 to the Governor's office for information technology services, plus $95,555 to the Department of State for personal services, all for fiscal year 2018-19.
