SB18-156 Summary

• County boards of commissioners must publish fiscal reports including claims, expenditures, and tax rebates showing payee names, amounts, descriptions, and fund charges at least monthly within 30 days of period end.

• Beginning January 1, 2022, counties may publish reports either in at least one legal newspaper plus the county's chief administrative office, or on the county's official website with a link to the legal newspaper publication.

• Counties without a legal newspaper must publish reports in an adjacent county's newspaper with general circulation, or post statements in three conspicuous places including the courthouse door.

• County employee and official salary information must be published twice annually: in August listing each employee's title and gross monthly salary for prior June, and in February listing total gross salary paid during the prior calendar year, plus countywide average fringe benefit percentage.

• County treasurers must publish semiannual financial statements within 60 days following June 30 and December 31 each year, detailing fund balances, collections, disbursements, and transfers.
