Permits public schools to include operation as a community school in their innovation plan when submitting to local school boards for approval

Defines "community school" as a public school that implements: an annual asset and needs assessment engaging at least 75 percent of families, students, and educators; a strategic plan with problem-solving teams using improvement science; a process to engage community partners; and designates a community school coordinator as a senior staff member

Requires the community school coordinator to facilitate problem-solving teams and assemble stakeholders to solve problems identified in the annual assessment

Amends the innovation plan requirements to allow schools to specify whether they will operate as a community school

Takes effect 90 days after final adjournment of the general assembly (August 8, 2018) unless subject to referendum petition and voter approval in November 2018
