Repeals article 61 of title 27 in Colorado Revised Statutes, eliminating the Behavioral Health Transformation Council.

Removes the council from the sunset review list in section 2-3-1203, which previously scheduled its repeal for July 1, 2020.

Eliminates the requirement for the Behavioral Health Transformation Council representative on the Suicide Prevention Commission.

Removes references to council collaboration in behavioral health crisis response system development and medication consistency initiatives, though prior work by the council's medication consistency work group is acknowledged in legislative declarations.

Takes effect September 1, 2018, subject to referendum petition process.
