Extends the repeal date of the Early Childhood and School Readiness Legislative Commission from July 1, 2018 to July 1, 2023.

Changes the commission's meeting requirement from "shall" meet at least four times annually to "may" meet at least four times annually.

Designates the Director of Research of the Legislative Council and Director of the Office of Legislative Legal Services to provide staff assistance to the commission.

Appropriates $31,155 to the legislative department for fiscal year 2018-19, consisting of $25,911 for personnel services (0.4 FTE) and $5,244 for travel and per diem expenses.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
